Rehabilitation Improvement and Maintenance of 425km Rural Roads in Western, Southern, and Sabaragamuwa Provinces
Project Description
RDA is implementing an Inclusive Connectivity and Development Program (ICDP) to enhance the connectivity of rural areas socio economic centers with the funding of the WORLD BANK. Under the ICDP Program, around 425 km of rural roads are to be rehabilitated and to be maintained in Western, Southern and Sabaragmuwa provinces.
In this background, the Democratic Socialist Republic of Sri Lanka has applied for a WB in tranches for the Inclusive Connectivity and Development Project (ICDP) from the WORLD BANK to enhance the scope for three provinces namely Western, Southern and Sabaragmuwa to improve the access routes between rural areas and socioeconomic centers. The program envisages to rehabilitate/improve approximately 425 km of roads through CRC, covering rural access roads and national roads including post construction Performance Based Maintenance (PBM), in three separate geographical areas. Part of the funds from the WB shall be used to engage an International Consultancy Firms as PICs to assist RDA for project implementation including construction supervision, supervision of post construction maintenance work, contract management, and other implementation activities in the CRC component.

Scope of Work
The engineer’s duties are to supervise the works and approve the materials and workmanship of the work in cooperation and consultation with the Employer. The principal responsibilities of the Engineer will be, but not limited to the following:
1- Clarify any inconsistency in the works contract document.
2- Verify geometric designs including embankments, design of structure and pavement design of project roads of design consultants. If necessary, amendments as and when required from road safety and climate resilience considerations.
3- To give the order to commence the works, coordinate the taking over the site at inception by the Contractor and handing over the site at completion to the Employer.
4- Ensure a system of Quality Assurance of works, approve materials and source materials, review all bituminous mix designs and concrete mix designs etc., proposed by the contractor and approve/suggest modifications in the mix designs modifications in the mix design, laying methods, sampling and testing procedure and Quality Control measures to ensure required standard and consistency in quality, at the commencement of each item.
5-To ensure the Quality Assurance, carried out by the contractor and develop a mechanism in consultation with Employer to involve the Team Leader/RE to carryout adequate number of independent tests other than the regular testing done by the contractor
6- Check the laboratory and field test carried out by the contractor.
7- Approve and/or issue working drawings including variations thereof, in this connection, give instruction to the contractor.
8- Verify and corrected the “as-built” drawings supplied by the contractor including activity schedule and resource planning.
9- To inspect the works, during the construction period and the Defects Notification Period and to issue Performance Certificates after the rectification by the contractor of possible defects.
10- Issue monthly progress reports and quarterly progress reports.
11- Ensure timely and effective implementation and monitoring of the project at all stages.
