Project Description
The project is the world’s largest iRAP assessment project, covering 73,000 km of roads, aimed at enhancing traffic safety to comply with the objectives of the Kingdom of Saudi Arabia’s Vision 2030. It follows the iRAP (International Road Assessment Programme) procedures to reduce the number of traffic accident deaths and minimize their human and economic damages.
By implementing advanced safety measures and infrastructure improvements, the project seeks to elevate road conditions to international standards. The initiative also focuses on data-driven decision-making to prioritize high-risk areas and optimize resource allocation for maximum impact

Scope of Work
The scope of services for the project is to enhance traffic safety and reduce accident rates by conducting a comprehensive assessment of the road network. This includes determining the traffic safety needs of the network, identifying black spots and dangerous sites, and creating a detailed traffic survey database. Additionally, the project involves developing an accident database, preparing traffic safety studies to determine appropriate safety tools, and ensuring continuous project follow-up by the consultant. Furthermore, road safety standards will be assessed to implement necessary improvements, ensuring a safer and more efficient transportation system in line with the objectives of Saudi Arabia’s Vision 2030.
To achieve the above objectives, the project has already undertaken key stages, including:
- Stage 1: Road survey for the roads network
- Stage 2: Conduct Automatic Traffic Counts (ATC) to determine Annual Average Daily Traffic (AADT), vehicle classification and speed.
- Stage 3: Road attributes coding.
- Stage 4: Star Rating results of road network
- Stage 5: Safer Roads Investment Plan (SRIP)
