A key component of this initiative is the development of strategies to engage the private sector and convert traditional maintenance contracts into performance-based contracts. Assets covered by the contract are Urban Road Network, municipal utility, flood hazard prevention and rainwater drainage and park Assets

Scope of Work
- Evaluation and analysis for all municipal assets.
- Asset Management Framework, Policies and Strategies Report and Quality control, including inspection, testing, evaluation.
- Asset Management Framework Report, reflecting O&M management requirements.
- Asset Management Strategy.
- Preparation of performance-based maintenance contract full RFP (Phase I) as pilot projects for all assets as induvial packages, including implementation plans.
- Preparing quality management consultant (QMC) RFPs to supervise performance-based contracts (Phase I) for all assets as induvial packages.
- Preparation of the Developed of performance-based maintenance contract full RFP (Phase II) for all assets as induvial packages, including implementation plans
- Preparing of the Developed quality management consultant (QMC) RFPs to supervise performance-based contracts (Phase II) for all assets as induvial packages.
- Supervising and Follow-up report on the performance of projects that have been transformed to PBCs (Phase II) for all assets
